Veterans Benefits Administration (VBA) in Washington, DC. He provided VBA
project managers with professional project management consulting services
(including mentoring and training) needed to develop, maintain and analyze construction project schedules. Ensured Information Technology (IT) infrastructure tasks were
properly developed and integrated into the project plans to ensure schedules
meet the operational and business needs of the organization. He created
detailed “bottoms up” plans to align project resources with work packages
required accomplish the work and control accounts to track project expenditures.
Mr. Hines developed formal standard procedures for managing the construction
projects and administration of facilities. He worked with all levels of

integration expertise required to implement an integrated IMS. Mr. Hines
designed a web-based portal for the IMS to provide a secure, access
controlled connection to protected databases and tools serving the

Mr. Hines was project lead for
the VERIZON Federal Systems Digital Telecommunications Services II (DTS2)
Inventory Supply System Recovery Project. The DTS2 project provides
telecommunications support services to all U.S Department of Treasury field
offices in the greater Washington DC Metropolitan area. Mr. Hines provided
on-site professional project management expertise, support and direction to
assist VERIZON, Inc. in the recovery of the inventory supply system
supporting the DTS2 contract. He was responsible for
developing and establishing guidelines, processes, and procedures for
effectively managing the daily operations and activities required for
maintaining and controlling the DTS2 inventory of equipment at the two
warehouse locations. Mr. Hines created DTS2 Inventory Supply System
Operational Concept Description document used as guidance for operating,
maintaining, and controlling the inventory at the warehouse sites. With
assistance from the inventory software vendor, provided training and guidance
on the correct use of the inventory control software and mentored the DTS2
Inventory Supply System personnel to effectuate the proper use of the
processes, procedures and inventory control software. 02/2001 to 02/2002 Mr. Hines was
project lead on the roll out of Windows 2000 at Johnson & Johnson World
Headquarters in New Brunswick, NJ, a 30 billion dollar healthcare company
with over 200 individual operating affiliates world-wide. He provided on-site
professional project management expertise, mentoring support and direction.
Mr. Hines was responsible for the planning, coordination and execution of all
projects associated with this effort. He successfully coordinated task
assignments for project team of 20 individuals supporting the execution of
all W2K related projects. Mr. Hines coordinated directly with the World HQ
Project Technical Lead to ensure the successful implementation of the project
through the orchestration of activities, the facilitation of meetings, and
the integration of technologies. He directed and coordinated the work of all
contractor personnel and guided and mentored project team in the
establishment and execution of formal project management processes and
procedures to be used over the lifecycle of the project. He established and
enforced standards and procedures for the development, distribution,
dissemination, and control of project plans and documentation and created

Mr. Hines was assigned Senior
Program Analyst and Deputy Project Manager, supporting NORTEL Networks, Inc.
He was tasked with the timely delivery of products and services supporting
the implementation of an enterprise-wide global Program Management Office
(PMO) for the client. He created a Project Management Methodology Book which
contains the requirements and procedures the Project Managers, Regional
Program Management Offices, and Global Program Management Office now follow
to effectively implement project management methodologies into NORTEL
projects worldwide. Mr. Hines was instrumental in the development of a
project management process flow diagram depicting the overall flow of
processes and procedures used over the lifecycle of the proposed NORTEL PMO
project. He built templates to assist in the instruction and development of
project deliverables. He created guidance documents for the implementation of
a global enterprise-wide PMO utilizing criterion from the Project Management
Institute Body of Knowledge and developed Policies and Procedures documents
for Human Resources and Time Management. 07/2000 to 09/2000 Mr. Hines was the part of a
technical team supporting the Bell Atlantic and GTE merger to VERIZON. He provided
on-site professional consulting services at the VERIZON Merger Compliance

progress of Federal FCC compliance requirements. SIGCOM Inc, Senior Engineer/Project Manager, 10/1999 to
04/2000
As Senior Project Manager/Engineer, Mr. Hines duties at SIGCOM
included engineering and design support for implementation of audio,
video, CCTV and video conferencing systems. As a project manager, his
duties included the oversight and leadership of various technical
professionals in the design, development, integration, certification
and turnover of various audio and video teleconferencing systems. He assisted
sales force in pre-bid proposal efforts and prepared cost estimates
and engineering analysis for various audio and video projects. Mr. Hines provided
on-site engineering and management oversight during integration and
installation of distance learning systems for the Department of Education for
the State of Maine. He performed duties as project manager for audio and
video conferencing services in support of the Bell Atlantic WITS2001 program.
Mr. Hines was responsible for writing the statement of work SOW for
several IT projects and acquisition of the services and goods for other
contractors and vendors in support of the projects. As a project manager at
SIGCOM, Inc. duties included the oversight and leadership of various A/V
professionals in the design, development, integration, and certification. Science Applications International Corporation (SAIC),
Senior Information Systems Specialist, 11/1998 to 10/1999
Mr. Hines was assigned to the Internal Revenue Service (IRS)
Treasury Information Processing Support Services project. He was appointed
the interim manager of the IRS End-User Deployment & Training Support
Center. His duties included the oversight and supervision of up to 14
personnel including Information Specialists, Call Center Agents and Analysts.
Mr. Hines tracked and monitored metrics and performance of the Call Center
team to ensure adherence to organizations service level agreements. As lead for the Impact Analysis and Vendor Compliance project, Mr.
Hines provided direction and leadership for up to nine subordinates in the
timely development and delivery of Impact Analysis and Vendor Compliance
documentation for more than 800 IRS software and hardware products. Mr. Hines was also assigned as Task Lead for the Integrated Rollout
Task. In this role he provided on-site direction for three subordinates
supporting the planning and preparation for the deployment of more than
130,000 desktop and laptop computers at 800 IRS locations nationwide.

Mr. Hines was technical lead for SAIC on the Pentagon Renovation
Project. In the role as Task Manager he provided on-site project management
and engineering services to relocate the Chief of Naval Operations Center and
the Commandant of the Marine Corps Headquarters Operations Center to the new
spaces within the Pentagon. Tasking included overall system design
development, floor plan layout design, transition plan development, test plan
development, and development of the following engineering installation

of the Naval Command, Control and Ocean Surveillance Center In-Service
Engineering (NISE) East Project Manager. During the first nine years at SAIC,
Mr. Hines performed systems engineering tasks, which have been in direct
support of information technology systems associated with Navy Command and
Control systems. These tasks included engineering design and implementation
support for the Navy Operations Support System (OSS), World Wide Military
Command and Control System, (WWMCCS), Anti-Drug Network (ADNET), and the Navy

Operations. Mr. Hines was accountable for the department budget and
administration of the Design Department staff. His span of control included a
staff of 32 subordinates (draftsmen, designers, engineers and technical
writers). Mr. Hines effectively utilized company human and capital
resources in the performance of administrative, technical and functional
tasks to reach organizational goals. He supervised the coordination of
ship-checks, design and delivery of installation drawings that resulted in
the installation of SNAP-II systems aboard more than 75 United States Naval
ships. Mr. Hines implemented formation of Special Projects branch of
Design Department to provide additional engineering support for development
of engineering drawings supporting the prototyping and ruggedization of
various peripherals and interface devices that were integrated into the
